En ce mardi 4 mars, ce sont des études de jadis et de beaux livres océaniens disséminés dans la magnifique bibliothèque de la Communauté du Pacifique qui ont accueilli les publics invités à l’événement de lancement du projet « Village Pacific Tech ».
Alors que les kakémonos des porteurs de projet, la CPS, la French Tech Nouvelle-Calédonie et NeoTech, flottaient sous les arcs boisés de la salle de conférence et que les « casques franco-anglais » trônaient sur les tables, une soixantaine de Calédoniens et une trentaine d’Océaniens, en ligne, ont répondu favorablement à l’invitation « hybride » de l’ouverture de l’appel à candidature digital « Startup Challenge » mis à disposition par Viva Technology. Après quelques mots du chef de projet « CPS », Pierre-Yves Charpentier, à propos de la traduction franco-anglaise mise à disposition des convives par les interprètes de l’organisation intergouvernementale, notre fondateur Guillaume Terrien, s’est présenté au pupitre pour introduire un premier temps fort : les prises de paroles du Dr Stuart Minchin, DG de la CPS et d’Hatem Bellagi, Président de la FTNC. Le premier a insisté sur l’importance des technologies dans la culture traditionnelle des peuples du Pacifique, présentant fièrement une carte de navigation ancestrale et a rappelé le rôle de porteur du projet « Village Pacific Tech » de la CPS :
« Il est important de se rappeler que les peuples océaniens ont de tout temps été des innovateurs ; cette carte ancestrale permettant d’identifier les îlots, les ventes et les courants en est une parfaite illustration. C’est pourquoi la Communauté du Pacifique a rejoint le projet « Village Pacific Tech » : réinscrire l’identité des peuples océaniens dans l’univers de l’innovation technologique mondiale à travers une présence à VivaTech ».

Le micro passa ensuite entre les mains d’Hatem Bellagi qui est revenu sur ce qu’était une startup et s’est épanché sur les défis des entrepreneurs innovants avant de remercier la CPS et NeoTech d’avoir associé la French Tech à ce projet de coopération régionale autour de l’entrepreneuriat innovant. Cette séquence introductive fut donc conclue par Guillaume qui rappela alors la petite histoire du projet, son origine, ses ambitions et sa complémentarité avec le projet calédonien, avant de remercier les partenaires financiers et institutionnels, le Fonds Pacifique à travers quelques mots transmis par Véronique Roger-Lacan, Ambassadrice de la France dans le Pacifique, et le gouvernement de la Nouvelle-Calédonie, à travers ses trois derniers membres en charge de l’innovation technologique.
« Je souhaite ici remercier la CPS et la French Tech NC de s’être joint au projet, de leur confiance et de leur investissement dans ce projet d’ampleur régionale mais également les partenaires institutionnels, le Fonds Pacifique et le gouvernement de la Nouvelle-Calédonie, de croire en cette vision et en cette ambition : faire émerger puis dévoiler la Pacific Tech au yeux du monde ! »
Guillaume Terrien, ou la petite histoire du « Village Pacific Tech »…
Petit moment « poil » et « émotion » avec la prise de parole remarquée, et toujours aussi stellaire, de M. Vaimu’a Muliava, membre du Congrès et soutien politique à l’origine du projet, qui s’est évertué à rappeler les peuples océaniens à leurs racines « d’innovateurs-voyageurs-explorateurs » et les a exhortés « à arrêter de danser au Festival des Arts du Pacifique », « à tourner désormais le dos à la période coloniale » pour « construire un avenir commun grâce, notamment, aux technologies ». M. Petelo Sao, son successeur a ensuite renouvelé son soutien à ce projet en soulignant l’importance de s’ancrer et de collaborer dans son bassin régional, de créer des synergies économiques avec les territoires voisins et d’exposer la « Pacific Tech » lors du plus grand salon mondial de la tech. Un projet « Village » découpé en quatre phases
Les discours institutionnels se terminaient sous les applaudissements et la présentation concrète du projet pouvait débuter ; segmenté autour de quatre principales phases organisationnelles, le « Village Pacific Tech » aura donc pour objectif de sélectionner, préparer, accompagner, puis de tirer le bilan du déplacement d’une délégation d’une vingtaine d’entrepreneurs de la zone Pacifique à VivaTech. Pierre-Yves précisa alors les détails de la première phase, lancée avec l’ouverture de l’appel à candidatures, le « Startup Challenge » désormais officiellement en ligne. Ainsi, du 4 mars au 4 avril 2025, les entrepreneurs du Pacifique pourront déposer un dossier de candidature en répondant à une dizaine de questions en ligne, centrées autour de quatre critères : localisation, innovation, impact et financier. Une vingtaine de candidatures seront ensuite présélectionnées sur dossier, puis invitées à pitcher en anglais devant un jury d’experts qui se réunira le 11 avril prochain. L’annonce officielle des membres de la délégation se fera dans la foulée à travers une communication de l’organisation centrale. Phase 1 : over.
La deuxième phase consistera à préparer les entrepreneurs à leur participation au salon à travers des réunions et ateliers thématiques et hebdomadaires de co-construction et de préparation ; au menu, « administratif », « Pavillon », « Communication », « Logistique », « préparation », « outils digitaux » et « last call » constitueront les points de participation obligatoire à la préparation. Le 22 mai est également prévu un événement de présentation de la délégation, avec des prises de parole des partenaires mais également des sessions de pitchs des entrepreneurs ainsi qu’un point global sur les objectifs chiffrés du projet. Troisième phase : VivaTech « itself ». A travers un roulement « deux jours / deux jours », les entrepreneurs auront autant de présence physique sur le « Village » que d’opportunités d’aller se confronter à l’écosystème et rencontrer investisseurs, fonds, prospects, grands groupes, presse et participer aux conférences et side-events dédiés. Un événement aux couleurs du « Pacifique » sera organisé sur le Pavillon pour valoriser la « Pacific Tech » mais le suspense est resté total quant à ses contours. Teasing incoming !

La vision « Village Pacific Tech »…
La dernière phase sera celle du « REX », un événement « Retour d’expérience » qui aura pour ambition de tirer un bilan « quanti-quali » chiffré du projet, d’écouter les témoignages des entrepreneurs et des partenaires, mais également de statuer sur l’organisation de l’édition « Village Pacific Tech 2026 » avec une ambition : celle d’augmenter la portée du projet en intégrant les différents écosystèmes « tech » du Pacifique – Fidjian Tech, Vanuatese Tech, Polynesian Tech etc. – au sein d’un Village Pacific Tech qui portera de mieux en mieux son nom. On Tuesday 4 March, the public invited to the launch event of the ‘Pacific Tech Village’ project were greeted by old-fashioned studies and beautiful Oceanic books scattered around the magnificent library of the Pacific Community – SPC.
As the kakemonos of the project sponsors, CPS, French Tech Nouvelle-Calédonie and NeoTech, floated under the wooded arches of the conference room and the ‘French-English helmets’ took pride of place on the tables, around sixty Caledonians and thirty or so Oceanians, online, responded favourably to the ‘hybrid’ invitation to the opening of the ‘Startup Challenge’ digital call for applications made available by Viva Technology. Welcome to the Pacfic Tech
After a few words from the CPS project manager, Pierre-Yves Charpentier, about the French-English translation provided for the guests by the intergovernmental organisation’s interpreters, our founder Guillaume Terrien took to the podium to introduce the first highlight: the speeches by Dr Stuart Minchin, CEO of the CPS and Hatem Bellagi, President of the FTNC. Dr Minchin emphasised the age-old importance of technology in the culture of the Pacific peoples, proudly displaying an ancestral navigation chart and recalling the role of SPC as the driving force behind the ‘Pacific Tech Village’ project:
‘It’s important to remember that the peoples of Oceania have always been innovators, and this ancestral map for identifying islets, sales and currents is a perfect illustration. That’s why the Pacific Community has joined the ‘Pacific Tech Village’ project: to re-inscribe the identity of Oceania’s peoples in the world of global technological innovation through a presence at VivaTech’.

The microphone was then passed to Hatem Bellagi, who talked about what a start-up is and the challenges facing innovative entrepreneurs, before thanking the CPS and NeoTech for having associated French Tech with this regional cooperation project on innovative entrepreneurship. Guillaume Terrien concluded this introductory section with a brief history of the project, its origins, ambitions and complementarity with the New Caledonian project, before thanking the financial and institutional partners, the Pacific Fund, through a few words conveyed by Véronique Roger-Lacan, and the New Caledonian government, through its last three members in charge of technological innovation.
There was a brief moment of ‘hair’ and ‘emotion’ when Mr Vaimu’a Muliava, a member of Congress and the political supporter behind the project, took the floor. He reminded the peoples of Oceania of their roots as ‘innovators-travellers-explorers’ and urged them ‘to stop dancing at the Pacific Arts Festival’ and ‘to turn their backs on the colonial period’ in order to ‘build a common future, thanks in particular to technology’. His successor, Petelo Sao, then reiterated his support for the project, stressing the importance of anchoring and collaborating in the region, creating economic synergies with neighbouring territories and showcasing ‘Pacific Tech’ at the world’s largest tech fair. A project « Village » divided into four phases
The institutional speeches ended with a round of applause, and the concrete presentation of the project could begin. Divided into four main organisational phases, the aim of the ‘Pacific Tech Village’ will be to select, prepare, support and then take stock of the visit of a delegation of around twenty entrepreneurs from the Pacific zone to VivaTech. Pierre-Yves then outlined the details of the first phase, launched with the opening of the call for applications, the ‘Startup Challenge’, which is now officially online. From 4 March to 4 April 2025, entrepreneurs from the Pacific region will be able to submit an application by answering around ten questions online, based on four criteria: location, innovation, impact and finance. Around twenty applicants will then be shortlisted on the basis of their applications and invited to pitch in English to a panel of experts, who will meet on 11 April. The members of the delegation will be officially announced at a later date by the central organisation. Phase 1: over.
The second phase will involve preparing the entrepreneurs for their participation in the show through weekly themed meetings and workshops on co-construction and preparation; on the menu: ‘administrative’, ‘Pavilion’, ‘Communication’, ‘Logistics’, ‘preparation’, ‘digital tools’ and ‘last call’ will be the compulsory points of participation in the preparation. On 22 May, there will also be an event to present the delegation, with speeches by the partners, pitch sessions for the entrepreneurs and an overall review of the project’s objectives. Third phase: Viva Tech. Through a ‘two days/two days’ rotation, the entrepreneurs will have as much physical presence in the ‘Village’ as they will have opportunities to come face-to-face with the ecosystem and meet investors, funds, prospects, major groups, the press and take part in dedicated conferences and side-events. A ‘Pacific’ event will be organised in the Pavilion to showcase ‘Pacific Tech’, but the details are still under wraps. Teasing incoming!

The vision of the ‘Pacific Tech Village’…
The final phase will be the ‘REX’, a ‘feedback’ event designed to draw up a quantitative and quantitative assessment of the project, to listen to the testimonies of entrepreneurs and partners, and also to decide on the organisation of the ‘Pacific Tech Village 2026’ edition, with one ambition: to increase the scope of the project by integrating the various Pacific ‘tech’ ecosystems – Fijian Tech, Vanuatese Tech, Polynesian Tech, etc. – into a Pacific Tech Village that will live up to its name.- within a Pacific Tech Village that will live up to its name.Pacific Islander Entrepreneurs, let the show begin!
